Lost keys and replacement
The passport number never changes; only the key can be replaced, and only securely.

The passport number and issue date are permanent. To replace a key, the traveller's home node sends a signed event naming them with "need_passport_key": true. The new key comes back in that reply and the old one stops working at once.
Watch out
