  1. 1Check Pulses: did the event arrive, and does it name the target username?
  2. 2Check the traveller: does it have a home node and a delivery address?
  3. 3Check the home node: does it have an inbox action, or a clear messaging action?
  4. 4Check the traveller's inbox. Anything that couldn't be delivered waits there.
